Paul Calabrese has hands-on experience with the Uniform Guidance for Federal grants recipients: nonprofits, universities, hospitals, and state/local/tribal units of governments.

His skill-set involves: grant cost accounting, sub-recipient monitoring, preparation of over (100) indirect rates / NICRA for several Federal agencies, developed policies and procedures, medical management systems invoicing to state Medicaid agencies and toolkit for unit cost rates for Ryan White HIV AIDS HRSA awards. Paul has expertise in developing NICRA rates for USAID. He has performed out-sourced CFO duties, annual budgets, cash flow projections, grant draws and budget monitoring. He is a prolific speaker on Uniform Guidance (UG) topics.

Course 5: Introduction to Procurement Standards          Uniform Guidance contains certain standards with which all non-Federal entities are required to comply when acquiring goods or services with Federal funds. Procurement has been a large presence in Single Audit findings since the current procurement standards were implemented in Uniform Guidance, and the length of the standards and apparent complexity can make them intimidating. In this session, we will focus on the procurement standards that apply to all direct expenditures for goods and services under federal grants and cooperative agreements.
